Study on the effects of the transition to a climate-neutral economy on the labor and training market in Brandenburg

The state of Brandenburg has set itself ambitious goals: climate neutrality is to be achieved by 2045 at the latest. This will require a profound restructuring of the economy – from industrial production and the expansion of renewable energies to the modernization of infrastructure. These changes will affect not only businesses and investments, but also the labor and training market. Which industries are gaining in importance, where are new jobs being created, what qualifications are needed, and how can Brandenburg secure the skilled workers it will need in the future?

GWS is addressing precisely these questions in its current project. Using its proven forecasting and simulation model, it is investigating how the transition to a climate-neutral economy by 2040 will affect employment, training, and regional labor markets. The focus is on the close links between ecological, economic, and social developments—from the consequences of demographic change to interactions with digitalization and international conditions.

The results are intended to provide concrete perspectives for political action. This is because the coming years will be crucial in setting the course for a socially balanced, sustainable labor market and skills policy. This is particularly important for the continuation of the European Social Fund Plus (ESF+) funding strategy in Brandenburg, which will take effect in 2028. With this study, GWS provides a sound basis for seizing opportunities, mitigating risks, and actively shaping the transformation.
