Steady increase in wastewater disposal costs

Our figure of the month 11/2025

24.10.2025

Private households use approximately 121 liters of drinking water per day, mainly for bathing and showering (39%), flushing toilets (30%) and washing clothes (13%).[1] Disposal is mainly carried out via the public sewer system. Sewage treatment plants purify wastewater. The wastewater charges payable by private households have risen steadily on average since 1995, particularly during the coronavirus and energy price crises.

Wastewater charges are based on the costs incurred by the volume of wastewater and the harmfulness of certain discharged substances. Regulations and guidelines set minimum standards for drinking water. Pharmaceutical residues, trace substances and microplastics in personal care products, hormones from animal husbandry and chemicals drive up the costs of maintaining drinking water quality.

In addition, population density, the degree of sealing and the condition of the sewerage systems determine the fees. Increasing flooding events overload and destroy the infrastructure, requiring investment in sewerage systems and rainwater retention basins.

The fee for wastewater disposal usually consists of the wastewater and rainwater fees and a basic fee. The typical household costs vary depending on the tariff area and tariff type between €131 per year (wastewater fee only) and €333 per year (wastewater and basic fees).[2]

Fees are expected to rise further, as higher energy and personnel costs are anticipated. In addition, there is a significant need for renovation of sewage pipes and treatment plants.
